Saint-Louis is mentioned in a statement from the Prime Minister’s Office on the monitoring of recommendations arising from land audits in the Dakar, Thiès and Saint-Louis regions. The text specifically cites the Ndiebène Gandiole site, linked to State land title No. 136/SL.

A site affected by a work suspension

The Prime Minister’s Office recalls that work suspensions affecting several housing developments, detailed urban planning zones and urban hubs had been made public through statements issued on 31 July and 7 November 2024. Ndiebène Gandiole is among the listed sites.

These measures were linked to the pending completion of land audit reports. The statement then indicates that a lifting process enabled regular title holders deemed to be acting in good faith to take possession of their allocations.

A regulated procedure

In the document dated 6 July 2026, the General Secretariat of the Government states that the monitoring committee must expedite the steps required to lift the suspensions. Administrative work, arbitration and site assessments must in particular concern holders of regular occupancy titles with no procedural or substantive defect.

However, the Prime Minister’s Office asks title holders at the sites concerned not to resume work without prior authorisation. The text provides for the individuals and groups concerned to be regularly informed, notably regarding the submission of applications for the lifting of suspensions or regularisation.
