The first amended finance bill, known as LFR 1, has not yet been reviewed by the National Assembly. According to Dakaractu, reporting information from the daily Les Échos, the file was sent back to the government because of a procedural issue.

The bill had been announced several months ago. According to the reported information, its review had been under discussion since June, without any concrete progress being made. The government reportedly recently sent documents to the National Assembly, but that step did not allow the parliamentary procedure to begin.

A file deemed incomplete

The account relayed by the National Assembly states that the decree relating to the amended finance bill was transmitted without the simultaneous submission of the bill itself. However, the bill must accompany the decree for Parliament to be validly referred and able to include its review on its agenda.

Under these circumstances, the return reportedly concerns not the budgetary content of the text, but the formalities required for its presentation before MPs. The Executive, for its part, provides no detailed explanation in the reported information, while disputing the relevance of the grounds put forward to justify the return.

No known timetable

The episode comes amid reported tensions between the Executive and the National Assembly. Les Échos questions the political significance of this sequence and the stricter application of parliamentary rules by the institution's new leadership.

No date has yet been set for the review of LFR 1. The government is expected to complete or resubmit its file in accordance with the required formalities before the National Assembly can rule on its substance.
